If you live in Delaware and you went shopping this week, or had a dentist appointment, or dropped off your kids at school, or drove just about anywhere, there is a fairly high likelihood you had the regrettable experience of driving on a high-speed highway with lots of driveways. No one planned that experience. Instead, these roads evolved out of decades of piecemeal decisions by county and State officials responding to commercial development. Over those decades we’ve gotten used to them and we now mostly take them for granted but they are not convenient, pleasant, or safe. In fact, mile-for-mile, they are easily the deadliest parts of Delaware’s transportation system.</p>

Every U.S. state has high-speed multi-lane roads with lots of driveways (though some states have far fewer miles of such roads per capita than we do). About 10 years ago, an engineer in Minnesota invented a new word to describe such roads: “<em>stroad</em>.” A portmanteau of “street” and “road,” “stroad” captures the idea of a corridor that attempts to simultaneously function as both a street and a road. Unlike roads designed specifically for fast travel between places, or streets designed specifically for safe and easy access to adjacent properties, stroads attempt to serve both purposes. In trying to be both, however, stroads end up being neither a good street nor a good road. Instead, they become an inefficient and unsafe in-between thing. Most of Delaware’s pedestrian fatalities occur on stroads (they are the major reason why <a href="https://bikede.us11.list-manage.com/track/click?u=6e4c064246c1aaa41fbf26e22&id=f3419e6331&e=87bfbc49a1" target="_blank" style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;color: #ad9b0c;font-weight: normal;text-decoration: underline;">Delaware is consistently ranked one of the most dangerous states for pedestrians</a>) but they are deadly for drivers and motorcyclists too.<br>

Stroads are typically found in suburban areas. They are characterized by multiple lanes of traffic moving at high speeds and frequent entrances and exits to adjacent properties. In Delaware’s most extreme examples of stroads (e.g. Kirkwood Highway or Coastal Highway), there are 50 or more driveways <em>within a single mile</em>. Such a stroad may have tens of thousands of vehicles traveling every day at high speeds. As you can see in the graph below, the number of crashes per mile goes up dramatically with the number of access points. Each additional access point creates a new opportunity for a deadly crash.</p>

The inefficiency and danger of stroads stem from their identity crisis: they are neither good roads nor good streets. Their hybrid nature leads to several issues:

<li style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;"><strong>Safety Concerns</strong>: Stroads are dangerous for everyone both inside and outside of cars. High speeds and frequent access points create huge numbers of potential conflicts both between vehicles and between vehicles and pedestrians attempting to make mid-block crossings.</li>
<li style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;"><strong>Car Dependency</strong>: Although they are unsafe for drivers too, stroads are less unsafe for drivers than they are for pedestrians. And people feel that. People who need to access commercial destinations on stroads will choose to do so with a car even if owning a car is financially savage for them. And so stroads become one of our worst enforcers of car dependency (people owning, insuring, maintaining and fueling a personal vehicle even when it’s a cripplingly difficult financial choice for them). </li>
<li style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;"><strong>Additional Social Costs</strong>: There is no such thing as a beautiful stroad, which always lacks character and human scale. Where a classic Main Street promotes community and is a place where people can walk, ride a bike and gather, a stroad is a social vacuum. </li>

Stroads have developed so slowly and over so many years that they have become a feature of our lives that is easy to take for granted. But there is also a growing recognition of how deadly – not to mention unjust and plain ugly – they really are.<br>
<br>
There are two very different directions we can go if we’re trying to fix a stroad:

<li style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;">Push the stroad towards becoming a street using a variety of strategies that include road diets, traffic calming, trees, “green” infrastructure and more. These have the general effect of slowing traffic in order to prioritize human-scale development, accessibility, community building and safe mobility for everyone whether they are in a car or not.</li>
<li style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;">Push the stroad towards becoming a road by reducing the number of conflict points where deadly crashes can occur in order to prioritize the safe and efficient movement of traffic between places. </li>

Unlike most “destroadification” efforts that focus on the issue of turning a stroad into a street, the “<em>Everyone Gets Home Act</em>" introduced by Representative Osienski and Senator Hansen and currently before the Delaware legislature for consideration, points in the direction of converting a stroad into a road. The core objective of the stroad - > road strategy is to reduce the number of driveways while maintaining easy access for drivers. This sounds paradoxical but in practice it’s very doable. Let’s look at an example. Let’s say there are three stores located on one side of a stroad. Today, each store has their own separate uncontrolled entrance / exit onto the highway. But if we can create new interconnections between the three properties then drivers can access all three stores using only a single highway entrance. In that case, we’ll have reduced the number of conflict points in that section of highway – and thus opportunities for deadly crashes – by nearly 70%. And if we can connect all the properties to a side street, all three highway driveways could actually be closed preventing <em>all</em> future crashes related to vehicles entering or exiting those driveways.

Property access is a super-sensitive issue but we have had a lot of discussions about how deadly the status quo is and how we can start to make progress on this issue. However tough these conversations are, we’re going to keep plugging away at it. Whatever the outcome, however, we can’t thank Representative Osienski and Senator Hansen enough for their interest and dedication. We hope the <em>Everyone Gets Home Act</em> will will pass this year (there are still <a href="https://bikede.us11.list-manage.com/track/click?u=6e4c064246c1aaa41fbf26e22&id=56093ed46d&e=87bfbc49a1" target="_blank" style="mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;color: #ad9b0c;font-weight: normal;text-decoration: underline;">9 more legislative days in the 152nd Delaware General Assembly</a>) but – if it doesn’t – we’ll be back in 2025 to take another swing at the problem of stroads. Neither Representative Osienski or Senator Hansen gives up when something is hard. We won’t either.
