[Nfb-or] Chapter constitution

Larry, I forwarded your comments to the Rose City list, since you’re
not subscribed to it.
I don’t know that a new constitution needs to include those at a
higher level (none of the existing constitutions do), but certainly
it must be consistent with them. Otherwise, these are important
things to consider.
