[Nfb-or] Rally put on hold for now

Art Stevenson tells me that he has put the rally on hold for now, for 
a variety of reasons.  Our state convention is coming up quickly, and 
there will be a meeting between the Commissioners and the BECC (part 
of the BE Program for those unaware) at which perhaps some of the 
most pressing issues may be addressed.

Art wants to focus our efforts there for the time being.  There's 
plenty of time for rallies and the like if the Commissioners take no 
action.

So again, no rally on Monday.
