I thought that might be the case, guessing that the “four”at the end of the number was a mistranslation of braille code meaning to be a period.

There is no Number 4 at the end of this phone number as that makes it 11 digits and the last number in the phone number is actually The 3
This is what I received as the correct phone number

This is the same federal program which gives out
