Fine. So let me just ask you then. Do you agree that the NFB is partially 
responsible for my losing access to DVS given that they took action to 
prevent it from being mandatory? If you do not feel the NFB is partially to 
blame for allowing Wisconsin Public Television to stop carrying the DVS 
signal, why not?

And that stuff about Homer Simpson's bowling shirt is a red herring. How in 
the world am I going to get emergency information when there's no SAP 
infrastructure? Wisconsin Public Television doesn't even own the equipment 
necessary to broadcast SAP. They can't broadcast the color of Homer 
Simpson's shirt or tornado warnings or anything else because they don't even 
own a SAP/DVS transmitter.

You know, I checked it out. You can't even buy a transmitter w/o closed 
captioning. It's not an add-on piece of equipment. It's just built into 
every digital television transmitter. Furthermore, it's built into every 
digital television receiver. You don't have to look for a particular digital 
television  or a particular digital converter box. They all have closed 
captioning. That should be how it is with SAP & DVS.
