Noteworthy is that SAP was created for simultaneous English and 
Spanish (or other language) broadcast.  DVS is the unintended use of 
the SAP channel.

The long-term solution to this lies with the broadcast of digital 
television signals, but we're still in the growing pains stage of 
development in that regard.
