It's a very old list devoted to technology and the blind. There is a wide 
variety of persons on it, from deaf-blind to interested sighted persons. 
Most of them still use shell accounts, but they also talk a little about 
windows and mac.
I subscribed many years ago when I was involved in fixing bugs in the lynx 
web browser.  There are people still using that browser, even though it 
still doesn't do javascript.
There are other text browsers that do handle javascript.
It is a good list to join if you want a wider view of the blind computing 
population.
