Thank you for this document. I will read it carefully.

I think I can tell you something of why NFB has not seen fit to comment
officially or encourage our membership to comment. First, whatever one's
position on "described video" -- I use this phraseology because DVS R is a
trademark of NCAM/WGBH -- there are other aspects to the Twenty-first
Century Communications and Video Accessibility Act that are eminently
worthwhile. For example, there are provisions to make emergency warnings
accessible (something both NFB and ACB favor) and also provisions that,
assuming the process doesn't become a farce, show some promise of making
cellular telephones and other communications equipment accessible (something
that again, both NFB and ACB endorse).

Second, during a discussion among members of the NFB board of Directors, Dr.
Maurer remarked that in the time since NFB actively opposed legislation
mandating described video (we never opposed described video as such),
technology has progressed to the point that the distinction between material
delivered by over-the-air television signals, cable television and by
computer over the Internet and by recorded media is becoming blurred and
that therefore our fight to make media and devices may, in fact, ultimately
mean at least tacitly supporting a push for described video.

The NFB board of directors decided that there were enough worthwhile
elements in the Twenty-first Century Communications and Video Accessibility
Act that we (NFB) would quietly support the bill. We have not to my
knowledge discussed whether and to what extent we as an organization should
participate in crafting of described video regulations. I would therefore
opine that unless and until we hear otherwise from our leaders, people
should be encouraged to comment or not comment as they feel moved to do.
