The definition of blindness is a functional one that we have used since Dr.
Jernigan's article which was called: A Definition of Blindness.  I paste a
link below.

Essentially, if somebody uses their eyes for most things and functions as a
sighted person for most things they are sighted.  If they primarily use
alternative techniques they are blind.
Sounds like your daughter mostly uses her eyes for daily tasks, including
driving so, unless I'm missing something, she's probably not blind.  There
are, by the way, interesting cases in which a person can be legally blind
and yet function primarily as a sighted person.  Although they may not
drive, there are some folks who have 20/20 vision centrally with 20 degrees
of angle and use it very effectively.  Also, the measurements for 20/200 are
very imprecise.  I was once told by a competent ophthalmologist that there
can be as much variance as 20/100 being classed as 20/200.  Well, you can
imagine that seeing 20/100 is pretty darn good vision.

So, if a person primarily functions as ablind person--uses a cane, dog,
hands or other methods instead of eyes, he or she is blind.  If not, most
likely, he or she is sighted.
