Chris and Listers,

Do we know for a fact that after the treaty was negotiated, President Obama has signed it? The way I understood the process, after the treaty was executed by the folks in negotiations at Marrakesh, then it comes back to the U.S., where the President signs it, then it goes to the Congress for ratification, and finally, it goes back to the President for the final signature that makes us an actual party to the treaty and has the force of law here.

Ed,

The United States did in fact sign off on this treaty. The next and final step is for the Senate to ratify it so it will apply to books in our country.
