I think it is taking poetic license.  I'm a grammar nut.  But I still found
this cute.

I have seen this amusing bit before, but whoever created it made one major
error. He/she simply reversed the usual definition of blindness:

acuity greater than 0/200 in the better eye without correction or an angle
> of vision wider than 20 degrees

The conjunction should be "and", not "or"! If a person has acuity of greater
than 20/200, but has a visual field less than 20º he/she is still blind! 
Same if it were done the other way. A person is sighted ONLY if both
conditions apply.

The creator had no proper comprehension of logic.
