if you don't find one, perhaps you could check what is available on the 
Grace To You website.

If they don't have electronic copies of the MacArthur Study Bible, then they 
might be willing to work with you, talk about it, determine demand etc. and 
make it a project to produce it in accessible electronic format, for blind 
people who want a life application bible to put on their note-takers.

You'll probably have to speak to people higher up in the organisation, but 
it sounds like it might be worth a bit of time to see what they're prepared 
to do.
