http://validator.w3.org/ does the HTML check
http://jigsaw.w3.org/css-validator/ for the CSS check

You can use the above links or use the firefox accessibility add-on. You
click on tools->add-ons and click on "see all add-ons". On that site do a
search for "accessibility".
