Thanks for the assistance. Turning off Javascript allowed me to access the 
blocks area.

Good evening Peter,

The administer blocks user interface uses a javascript table drag
component that allows drag and drop of table rows for reordering.
This is currently not accessible. If you disable Javascript in your
browser before loading the page the interface will degrade to a non
javascript interface that will allow for you to reorder blocks.
