Mark according to PayPal's feed schedule you aren't exactly right.

NOTE: Paypal only takes a cut of what you make not what you transfer
out to bank accounts.
Also: Premeire and Business accounts have the same fee schedule. Only
personal accounts are different.

Now there are 2 types of transactions. First money you take in from
someone elses paypal account. Second money you take in from someone
directly using there credit card.

For Transactions of the first type a personal account doesn't pay any
fees but a buisness account pays 2% to 3% on the transaction.

For transactions of the second type personal account pay 5% where
buisness accounts still only pay 2% to 3%.

So it depends on the type of transaction as to which is cheaper. That
being said it really is a best practice for a organization to use a
buisness account.
