Do you mean a designated page on the web or a designated page on a site 
you maintain?

Some pages on the web offer Atom or RSS feeds.

For others, there are services that attempt to emulate an Atom or RSS 
feed for page changes, for example:

http://page2rss.com/

If you're maintaining it, I guess it depends on how your pages are 
produced and who can access them.
