I assume you mean versions 1 and 2, which are almost 10 years apart.  The
authoritative source is the Worldwide Web Consortium, www.w3.org/wai .  For
version 2, start at
  http://www.w3.org/WAI/intro/wcag
and look for the various formats.  I know that they usually put such
standards in an HTML ZIP form.  If you'r not reading this in a web browser,
what are you trying to do?
