Thanks, Mike.  That actually helps.  I might go for CMS.  I'd have to learn 
something new either way.

Sahar,

I think it depends a lot on what you want to do with your site and how
comfortable you are doing it all yourself.

A CMS will use a template but it will also allow you to seamlessly
plug modules into your site, allowing you to easily add advanced
feature to your sight.

If you have a simple site or you feel comfortiable doing the work
straigt templates would work just fine.
