Free Cellphones. SafeLink's LifeLine is a government- supported program that provides a free cellphone and airtime each month for income-eligible customers. The process to qualify for Lifeline service depends on your state. In general, you may qualify if: 1. You already participate in another state or federal assistance program, such as Federal Public Housing Assistance, Food Stamps and Medicaid; or 2. Your total household income is at or below 135 percent of the poverty guidelines set by your state and/or the federal government. No one else in your household can currently receive Lifeline service through another phone carrier. You must have a valid United States postal address, and your residence must receive mail from the U.S. Postal Service. P.O. boxes are not eligible.
