Have you heard of redmine? I don't know a whole lot about it, but we use it
at work. I think it's a similar sort of thing? That or Eprints.
We use redmine to assign tasks, upload files associated with said tasks and
change the status of assigned tasks. We're working on setting up Eprints
mainly for document storage. Both of these seem to be very accessible, but
I'm not sure if either is what you're looking for.
