[Nfb-web] Incorrect font size being displayed

Good morning everyone,

        I have a client whose pages are being displayed in the wrong font 
size. She wants paragraph text to appear in 11-point but our browsers are 
displaying the text in 36 point. The attributes in the font page  are as 
follows:
<font face="Helvetica, Arial,sands-serif" size="11pt"></font>

    The above tag was applied to all paragraph text. Again when the page 
loads in the browser it is displayed with a 36 point.

    As I understand the order of precedence attributes within a specific tag 
should be applied followed by those in internal then external cascading 
stylesheets. Apparently the rules are being broken somewhere causing the 
incorrect text size to be displayed. Suggestions and possible fixes will be 
very much appreciated.
