First do you have any accounts from Europe and other countries? If no then the the mention of it is wasted time and thought.  
Second by using two columnes The first has times and the second has programing. The programing can then be inserted on all the pages. This is just a temporary fix intill you learn the command or buy the program to do it for you. 
 
We use this on our State page www.nfbks.org. The first column is for info that changes. The second column is a menu of our different sections. This menu is not repeated for every page. The code calls it up and places it there.  It is easy to update because you just update one page and they are all updated.
 
I would also like to add that my satellite radio Chanales programing only gives you east coast and West cost times and you just have to figer out the rest, for any one in our hemispher.

I see two problems with this solution, even if it's temporary:
1. Covering only US time zones doesn't take in to account those from
Europe and other countries.
2. To have a separate page for each time zone means that if I have six
pages, one for each time zone, then all six pages have to be updated
exactly. It's just not efficient from a time perspective when things
need to be done quickly.
Right now times are for US eastern, but if anyone can help, money will
be paid to someone who can help with this task.
