[Nfb-web] Accessible Captcha

Hello Bryan,

As is already being discussed, there are some backend forms of 
protection that do not require CAPTCHA or anything else that interacts 
with the user.

When that's not possible, techniques like manual comment moderation 
could be used.

Ultimately, since we're NFB, we should never do anything that leaves out 
anyone who is blind or deaf-blind.
