[Nfb-web] NFB Drupal 7 Template

Yes, I also have discovered that the NFB template that I got from the
National office isn't configured to work with a stock drupal 7 install. I
am starting to dig into the code a little bit though to see how difficult
it will be to make it easier to install / configure. I will try to report
back in a couple of days.
