Hm... Boring as it is, I would go with a sans-serif font family for the
body text, with a serif font family for headings. Boring is readable,
that's all there is to it. There are several to choose from for each
type, and all are generally good for reading on a computer screen.
For colors, you want good contrast. And you do not want the contrast to
be red on green because of red-green colorblindness. I like a dark
background, black or nearly so, with white font, since that is most
comfortable for me to look at and maybe even check visually a bit. There
seems to be a current trend of using a slightly off-white background
with gray font... That is just wrong! /lol/
As for layout... I prefer a liquid css-based layout. In other words, the
sizes of everything are in percentages or ems or whatever that will
adapt to the screen. There are hazards to that if you try to get too
tricky with positioning and all... For a site meant to provide
information, I tend towards a fluid 2- or 3-column layout with the main
navigation bar on the left where people expect to find it. Nice and
boring, I know. But I'm more interested in providing users with a way to
get around and find the info they are supposedly looking for than in
trying to wow them with my ability to confuse them. /smile/
Don't know if that helps or if it's what you're looking for. Those are
just my own basic guidelines for sites similar to what you describe.
