There is a very active group of people working on WordPress core accessibility. While they’re not perfect, I suspect that they would not be committing a major change like this without some review. You can find more information about how to get involved with WP Accessibility here: https://make.wordpress.org/accessibility/

Hello everyone,
I brought up my WordPress control panel this morning and found that the
next major release of WordPress will update the editor to Gutenberg.
Is this even accessible? I do all my work on our site through WordPress,
and I'd hate to find it's inaccessible.
If anyone has any comments or information, I'd appreciate knowing.
Thanks,
James
