I agree with the centiments expressed here.  I baught my first car in
college.  I was the owner while others drove it to transport me about.

The next milestone will be when I can become the registered driver of a car.

Not true.  I've owned a car for many years and had it insured with a 
variety of companies.  Some companies do charge more to insure a car 
owned by a non driver, be she  blind or otherwise not able to have a 
valid license. I might suggest you call a number of insurance 
companies but know that it is within their right to give a non-driver 
a higher quote.  Another option, of course, would be to register a 
car as a second vehicle of a family member or friend.  A second 
vehicle is usually cheaper to insure than the first one, and if you 
choose the person carefully you can also get further discounts based 
on their personal demographics.

Why don't you report back to the list and let us know how you fared.
