[Nfbc-info] Proclamations

It is getting close to September 1 when proclamations should be submitted to 
your city offices.  This is just a reminder to make the appropriate changes 
to the document and add a cover letter and send it to your Mayor's office. 
Let's try to get in a record number of proclamations for "White Cane Day", 
October 15, 2010.
