The redesignation of the Client Assistance Program should have no impact on
direct client services.  The CAP is a separate grant designed to provide
help to VR consumers who are having difficulties applying for, or receiving
VR services.  This redesignation will put the CAP outside the DOR, giving it
greater autonomy.  If anyone would like to read the exceedingly dull federal
regs governing redesignation of a CAP, I will happily send them to you.

I haven't had time to read the details but I suspect that this is a
formality and until there is major improvement in the economy there will not
be much change in how DOR does anything.
