The Department of Rehabilitation (DOR) employs approximately 1,900 employees
in 12 bargaining units in over 85 office locations throughout the state.
They administer the largest vocational rehabilitation program in the country
providing services and advocacy to assist people with disabilities to live
independently, become employed and have equality in the communities in which
they live and work. DOR provides consultation, counseling and vocational
rehabilitation, and works with community partners to assist the consumers
they serve.
The Independent Living and Assistive Technology Section of the Department of
Rehabilitation (DOR) is part of California's independent living network,
which includes 28 independent living centers (ILCs), Assistive Technology
Device Lending Libraries and Re-Use Centers,
Traumatic Brain Injury (TBI) sites, California Foundation for Independent
Living Centers (CFILC), and the State Independent Living Council (SILC).
Under the direct supervision of the Staff Services Manager II, Independent
Living and Assistive Technology Section (ILATS), the Staff Services Manager
I supervises program and administration of the Independent Living (IL),
Assistive Technology (AT), and Traumatic Brain Injury (TBI) Programs. The
Staff Services Manager 1 assists with developing and managing, program
policy, procedures, budget, and grants. The incumbent supervises ILATS staff
including coordinating the activities of the IL, AT, and TBI programs with
other programs of the Department.
Desirable Qualifications:
. A strong familiarity of DOR's Independent Living and of the federal
and state regulations that apply to these programs.
. Ability to articulate and demonstrate skills in leadership and
motivation of staff.
. A demonstrated knowledge of DOR's mission, organization, goals,
functions and policies, as well as how they interact with other state,
federal and local entities.
. Ability to establish and maintain positive and productive working
relationships with Staff; with executive directors and board members of
independent living centers; as well as with other stakeholders.
. Ability to represent the Department while displaying leadership and
sound judgment in various settings.
. Excellent verbal and written communication, presentation, customer
service, strong analytical and well developed critical thinking skills.
. Demonstrated ability to function effectively as a management team
member to plan, develop, and implement statewide policies and procedures.
. Ability to mentor and develop staff, recognizing and making good use
of an individual employee's strengths.
. Ability to remain flexible with constantly changing priorities.
. Demonstrated ability to use interpersonal, networking and conflict
resolution skills to effectively and successfully collaborate with
individuals at all levels in the Department with empathy and mutual respect;
and, to speak to and negotiate issues face to face and in writing.
