You bring up some good questions; harrassment, items on tenants patios...
First, as one listserver said, document... and document... Stay facts-based;
not emotions based. Meanwhile, consider going to the Department of Fair
Employment and Housing of California. There you will find information about
what constitutes grounds for fileing complaints. Additionally, if the
apartment complex is designated as HUD affordable housing consider going to
their website to learn more about your rights and responsibilities. All of
us want to get along with our neighbors and we try to be good tenants. If
your housing complex does not fall under the HUD affordable housing program
then consider checking to see if California's Section 8 housing  database in
your area lists this particular complex. Finally, try to avoid letting this
one aspect of your otherwise wonderful life from dominating your thoughts...
Remember, you can live the life you CHOOSE.

you may be able to get some of these details off our rental agreement. 
Either scan it or have a sighted person look at it to tell you if there are
last names or if there is a name of a management company other than the name
of the complex.

Hi,
I haven't yet. I do not kow Debbie's last name, nor the names of anyone
above her. The message I just sent to this list serv will have a date on it
at least. I don't have dates for her previous tirades, but I can come close.
