[Nfbc-info] Governor Brown signs bill to protect the rights of blind voters

So my question is how does one go about getting email ballots or rather 
how do you get the accessible ballots? Do they send a web address to 
fill one out online? In' interested to know more. As of now, I've been 
using family members to help me out with voting and I've been kind of 
skeptical about the machines and how trained the staff are in using them 
at my local polling place in Concord, CA so the other option to fill it 
out accessibly online is greatly welcomed and intriguing to me 
personally. I guess I'd like to know not only the how to of getting such 
an option, but how generally it would work.
