Hi Chela, 
I'm wondering the same thing. I've just looked for kern  county, and it says we have to request a ballot.   Going to call and see if I can get more information.

OK well here’s a question for you Tim Elder.
How does one register to do this kind of voting when I voted it was for in person voting. How do I get that changed to the accessible online mail in ballot voting? I live in the Contra Costa County. Keep in mind I registered to vote in person when I was 18 and I am 35 so it’s been quite a while.
