[nfbcs] YouTube Image Capture Accessibility

Gary and Mike,

I corresponded some with Marvin off list on this.  Since the NFB does have information out on YouTube and since it is 
as predominant as it is, we should get YouTube on our list as a site that needs to be contacted if they are using 
CAPTCHAs without any alternatives.  Gary, I think your advice to Marvin is really the only approach that makes sense 
as nothing will happen quickly unless they are quietly already working on something, and I asked Marvin to let us know 
if he finds out anything and said we would do the same.
