[nfbcs] How did NLS pick it's beta testers?

Actually beta testing was done a long time ago. NLS just did a
"pre-launch" test. Eight libraries got 500 machines each, plus some
books on cartridge, and sent it out to some of their patrons to test
machines, mailers, cartridges, and various processes. As of this
past week, machines started going out from a NLS library to all
libraries, so the testing is concluded.
