The annoying thing is that sometimes checkbox works and sometimes it does 
not.  And there doesn't appear to be a graphic there -- just the previous 
and subsequent list items.

Usually in this case, the reason you can't find any actual checkboxes is
that actual checkboxes aren't used under the hood to form these
controls. Instead, it's a listbox or listview with graphics to the left
or right of the item. The graphic changes when the item is checked or
unchecked to indicate the status. JAWS is reading the graphic as checked
or unchecked to notify you of the status.

Hitting the space bar will most likely uncheck the item. If you move
away from the item with up or down arrow, then back to it, you'll find
the state has changed. Failing that, the alternative is to use the JAWS
cursor. Route it to the item you want, then use the navigation keys to
locate the graphic. Then do a left click on that graphic which will
change it from checked to unchecked. It'll be much easier if space bar
works though, which it likely will.
