PS -- Cindy, where in w3schools did you see that divs were being phased out? 
They are extremely useful, and accessible,  and a lot of people are using 
them. I posted your comment on the blindwebbers list and no one has heard 
they are going to be phased out. So is it a myth?

Okay, I have fallen into the role of building a website, and subsequent
pages.

I am designing the template so I do not have create each page from scratch.
So far, I have been looking at how best to create the menus for the site. In
my research, in particular at the W3C school, I have discovered that <div>
and <menu> are no longer being used. What are the current standards for
using a consistent menu? Should I use tables for the layout of elements or
is there a better way?
