[nfbcs] New job duties

The Eclipse environment is an I D E which can be used for a wide variety of 
coding tasks.  I have not used it, but it has a better accessibility 
reputation than most other IDE's.  It's not necessarily connected with 
Java, either.
Cold Fusion is a server-side scripting language, as I understand it, and 
there is probably an Eclipse plug-in for it.  It has been around for more 
than 14 years, I believe.
