The way to do this is to open the message and leave the reading pane closed.
This is the best way to make Outlook work with JAWS.

Hey Everyone.
I'm new to reading mail with outlook. In fact, it still isn't my
default mail reader.
I have my inbox open, the reading pain at the bottom, and all the
reading options I can find under insert+v turned on.
However, when I arrow up/down in the list of messages, I hear nothing
from JAWS. I'm wondering if this is a known issue, and if there's
some magic to make it work correctly?
