Get rid of vista and upgrade to windows 7. There are many aspects that do
not run well on vista. If you are going to keep it, download firefox and
stick to that

To turn off IE 9 -commands are different or very adjusted to IE8 and would
suggest getting used to it as each OS platform is based on the other,
however--to disable it---in Windows 7, hit start key, type in uninstall,
down arrow to uninstall a program--not just uninstall or you will be
deleting something you typically want--so down arrow to uninstall a program
and enter
TAB through until you hear "turn off or on windows features", down arrow
into dialog box and uncheck this feature and ok and get out of dialog box
Now go back to start key and type in default and arrow down to it and
enter--tab to "set default programs" and enter and all your default
programs will come up. TAB into your options box and as you down arrow
through them, you can pick and choose your programs you want as your
default. Personally I like firefox over IE9, big time and that is my
default and IE9 is back up, as what does not work well in one browser works
well in the other. Once you want something, just TAB to--set as default or
ALT+s to set as default.
To get rid of the bloat of microsoft, hit start key + R and type in
msconfig and enter, control TAB to services--alt+h to hide all microsoft
services and that will speed up a whole lot as not all that "bloat" will
auto load on you. You will be able to tell the computer what you want. You
need to tab to apply and then restart your machine. When you turn it back
on, you typically have a warning saying you changed the msconfig....just
tab to don't tell me this again and enter to ok
