I think there is a pretty good chance that the answer is yes, but there needs to be more questions 
asked.  I am using an old version of Reflection for IBM from WRQ which has been bought by Attachmate, 
and it is more accessible than the newer versions.  However, I think it is likely that the newer 
versions can be made accessible with some tweaking, and there may still be other emulators that will 
work.

However, how the mainframe is used is important and by whom.  For example, I do a lot of submitting of 
queries and browsing data in the mainframe environment.  This is a lot different than what a user would 
do if they were using a system with a formatted screen to input data.  Such a system can be made 
accessible, but it might take a little work for it to be efficient.

Also, there is a move toward creating user interfaces that run on the PC with data passed to the 
mainframe by scripts.  This approach could probably be made accessible if they are not but one would 
have to investigate to know.  

In short, I think it is fair to say that there is nothing that makes the mainframe not accessible, but 
it probably is necessary to look at the role of the person, programmer or user, and the specific system.
