There are a lot of variables here, it isn't a black and white
answer. It depends on the version, later the better, and how it is
set up etc. Also, what is being done with it. I have found with
2010 and 2013 the problems aren't so much acceswsibility, but
usability. It is a sighted person's layout, lots of busy screens,
with inscruitable functions. The main problems are in knowing what to do.
