The answer is it depends.  If you are willing to learn a great deal
about VoiceOver, and learn obscure ways of doing things in XCode, and
are prepared to occasionally seek sighted assistance for those issues
which can only be solved with help, then yes, it is mostly accessible.

I would suggest that you read most if not all of the archives found at
http://groups.google.com/group/mv-dev.  Then, join the mailing list.
AppleVis (http://applevis.com/) also has a couple tutorials that are
worth checking out.
