[nfbcs] Possibility/regarding Incomplete Notification Area Dialog

I've never encountered a situation where the notification icon dialog 
didn't show all of the options. However, I'm wondering if your user 
privileges were lowered. Have you tried running the dialog under an 
account with administrator access?
