Hello Bryan:

     I would suggest looking for a local computer users group in your area
and working with someone to help you build a PC. I think CAVI (Cisco
Accademy for the Visually Impaired) had a course on PC maintenance which
should have lots of useful information. See the site: www.ciscovision.org/ 
 
The mechanical skills of putting a PC together are not complicated. The
trickiest part is identifying where all the cables go. There is a connector
on the PC motherboard that connects it to the lights and some switches on
the case. These need to be connected correctly. They used to be a large
group of loose pairs of wires. I have seen some cases where the group of
wires is now one unit. Some older ribbon cables are not keyed and if not
installed correctly will cause damage to components. Better cables are keyed
so they only go on one way. Hope this helps.

slanted towards building/setting up computers without vision?
