[nfbcs] Accessibility in iOS and Android

We worked on a method for images to carry their own descriptions: http://www.cbtbc.org/tools/iptc/

This system would permit the images stored on the server to deliver the descriptions with the image as it is downloaded that would solve the problem of not having the alt text in the program.
