Rick:

First, the simplest solution to your problem is to change your subscription
from digest mode to individual message mode. Frankly, the traffic isn't so
heavy on this list that digest mode is of much advantage.
Second, messages are sent out in plain text, not HTML. Therefore, there's no
way to insert HTML structures such as headings into the text.

Good morning all, and a happy Monday to you!
A little too chipper for Monday morning? Nah, I'm just properly caffeinated!
On to my thoughts...
In going through my NFB mailing lists this morning, I had the question creep
into my mind: "Why doesn't the mailing list use headings in the digest
format?" This would make perusing through the list much more user-friendly,
especially for some of the longer ones. At present, I just use the "Find
Text" feature in NVDA to locate the message I'm looking for after skimming
the table of contents, but the use of heading and other markup would be a
much more efficient way of organizing these digests.
Please let me know if any of you agree, or if I'm way off-base here and this
is not possible for some reason.
