[nfbcs] University of Minnesota Site Accessibility

The problem may be that their software very well could meet Section 508 requirements, as the law is so old that it has little baring on modern accessibility requirements.

They've been working on a Section 508 refresh since 2008, which in government time is only like two weeks. I'm sure it will be updated any year now.
