[nfbcs] Computer Stubborn to Power Up

The surge protector probably needs to be reset. That's what they are 
for. It might be trashed. It's better to trash a surge protector than a 
computer. But probably the circuit breaker just needs to be reset. There 
is probably a button on the surge protector to reset it.
