[nfbcs] Speeding up eSpeak in Orca?

That actually helped me solve another minor problem, but yes, and it
didn't seem to work. Valid speed parameters are between -100 and 100.
I set the default to 100 and restarted. Nothing changed. Should I use
a larger "invalid" value?
